- Domestic Tradable Quotas (DTQs) are an innovative economic instrument designed to enable nations to reduce greenhouse gas emissions arising from energy use. Research carried out by the Tyndall Centre has shown that 1. a DTQs scheme is technologically and administratively feasible 2. strong arguments can be made that the scheme would reduce emissions in an equitable manner 3. the scheme would not be prohibitively expensive to operate DTQs are thus a policy option that deserves consideration. An application is therefore being made for funding to run three one-day workshops that would transfer the knowledge gained thus far from the Tyndall Centre research to the relevant users. Participants (20-25 per workshop) will be drawn from the science base and user community. Two workshops will be aimed at the energy policy community, one for those working directly on emissions reduction policy and another for those working at a strategic level within the energy policy field. The third workshop will be aimed at those involved with policy implementation (such as representatives from various government departments). The workshops will use an innovative computer-based system known as Council which allows all participants to take an active role in workshops and feedback effectively on the knowledge being transferred.
